Update: PSE to nearly double its clean energy portfolio by 2025

Progress on our clean energy goals


PSE filed our 2023 Biennial CEIP Update on Nov. 1, 2023 to provide a progress report and update to the
2021 CEIP. As reported in the Biennial Update, PSE expects to deliver more clean energy by 2025 than originally forecasted in our Clean Energy Implementation Plan (CEIP). 


PSE exceeded its clean energy goal in 2022 and we hope to achieve similar success going forward through a combination of: 

  • Utility scale renewables
  • New customer programs
  • Distributed energy resources
  • Continued energy efficiency

Our path to 100% clean electricity

PSE is on track to meet or exceed our obligations to achieve 80% clean or non-emitting energy by 2030 and 100% by 2045 by adding resources like the Clearwater Wind project in Montana, the Vantage Wind Energy facility, signing a long-term clean energy contract with Chelan PUD and expanding its Lower Snake River wind facility, with more resources expected to come online in the future.
 
Since the 2021 CEIP was filed, PSE has continued its work on energy equity and has developed a framework for energy justice – how to make the clean energy transition work for everyone. PSE has also thoughtfully engaged with its customers, particularly in highly impacted and vulnerable communities, resulting in recommendations for new and refined program designs, as well as critical definitions and approaches that will help ensure all customers benefit from the transition to clean energy.

What's in the 2023 Biennial CEIP Update?

The Update refines how we’re delivering clean electricity through the remainder of the first implementation period (2022-2025) and responds to the Commission decision issued on June 8, 2023.


Key updates include:

  • Integrating the four tenets of justice
  • Updating definition of Named Communities
  • Defining “deepest need” and a related minimum designation
  • Updating interim and specific targets
  • Refining and adding specific actions
  • Reporting on public engagement progress


PSE re-filed the 2023 Biennial CEIP Update on November 20, 2023 with the Washington Utilities and Transportation Commission (UTC), making technical corrections to the update without altering the targets, specific actions, or any other major parts of the CEIP update.

Foundational Documents

These resources provide foundational and background information related to PSE’s electric system, clean energy and energy equity. 

Throughout 2021, Puget Sound Energy moved swiftly to engage with our stakeholders and communities and submit our first Clean Energy Implementation Plan. The items below document the steps we took to reach this milestone.

2021 Community Engagement

In spring and summer 2021, PSE engaged the EAG, PSE’s other advisory groups and interested parties, and customers to develop the draft CEIP – seeking input on clean electricity values and benefits and engaging advisory groups on specific components of the CEIP.  

Feedback on the Draft CEIP

Upon filing the draft CEIP in fall 2021, PSE sought feedback from customers, advisory groups, interested parties and other community members on the draft plan. We collected feedback via an online open house, advisory group meetings, briefings, comment form, and email. PSE used comments on the draft CEIP to revise the final CEIP.  

Regulatory Filings and Updates

PSE is regulated by the Washington Utilities and Transportation Commission (UTC). The UTC is a government body that determines the rules under which investor-owned utilities operate in Washington and ensures that utilities are complying with applicable statutes and rules. The CEIP process is overseen by the UTC through a formal proceeding called a docket. Update: 2021 Clean Energy Implementation Plan approval accelerates PSE’s clean energy transformation 


In June 2023, PSE received approval from the Washington Utilities and Transportation Commission (UTC) of our Clean Energy Implementation Plan (CEIP) filed in December 2021. The UTC in its order approved PSE’s plan while adding additional considerations and requirements for future CEIPs. These requirements are addressed in the 2023 Biennial Update.
